The Senior Evaluator at Technopolis holds a pivotal role in evaluating and helping shape national and supranational policies. This position is central to the mission of supporting the implementation of sound policies by providing evidence-based recommendations to policy-makers from governmental bodies and public agencies.
The role of the Senior evaluator will be to lead evaluations and impact studies of public policies and programmes and consultancy for some of our main clients at various geographical levels, in France and at the European/international level. Clients include the European Commission (DG GROW, DG CLIMA, DG ENV, CINEA, DG RTD, etc.), French Ministries and agencies (Directorate General for Enterprise, Directorate General of the Treasury, ADEME, Bpifrance, AFD), local authorities (Regions) and the International financial institutions. According to needs, she/he could be mobilised on other types of projects (sectoral and technical studies, strategic support projects, feasibility studies).
The successful candidate will lead or contribute to regional, national and international studies to inform policy and decision-making processes on a wide range of topics (e.g. economic development, health, green transition, international cooperation, migration, cohesion policy, innovation). The Senior Evaluator will have a profound knowledge of evaluation methodologies (ex ante, interim, ex post), both conventional and experimental (e.g. theory-based evaluation, outcome harvesting, contribution analysis). She/he will ensure adequacy and robustness of the methodologies proposed and implemented, that can involve qualitative and quantitative approaches. This role demands a high level of analytical skill as well as the ability to communicate complex concepts clearly to non-specialists.
She/he will also be asked to contribute to the company's development activities (drafting of proposals).
Depending on her/his level of experience, the senior evaluation may be required to manage project teams of various sizes.
Your profile
We are looking for a motivated individual who is interested in working as a Senior Evaluator, specialising in evaluation and impact assessment methodologies in public sector consultancy. The candidate should have a Master’s degree (or PhD/doctorate) in public policy evaluation, political sciences or another postgraduate education with relevant working experience.
Applicants should have a minimum of eight (8) years (for principal consultant) or five (5) years (for senior consultant) of relevant professional experience. Experience should include direct involvement in policy or programme evaluation and impact assessment (including experience with Better Regulation Toolbox), mastering qualitative techniques (contribution analysis etc.), project management or projects advisory services (such as studies or strategy, policy or programme design). Experience in managing projects, teams and clients is required. Previous experience in a or working for a public institution is an asset.
Exposure to policies related to innovation, economic development, international cooperation, green transition, blue economy, health or social aspects is a plus.
The methods mastered to conduct evaluations can be qualitative (e.g., documentary and statistical analyses, surveys, interviews, case studies, focus groups) or quantitative (e.g., cost-benefit analyses, modelling).
The candidate must have excellent communication skills and openness.
The candidate must be fluent in both French and English.
